Investment Offers

Creation of the favorable environment for attracting investments and enhancing the investment attractiveness of the oblast is the priority in development of Minsk oblast.

The oblast is among the most economically developed oblasts of Belarus. Its socio-economic development is determined by the investment activities of organizations and enterprises engaged in economic activities on its territory. Minsk oblast occupies the second place in the share (16%) of the national investments in fixed assets after Minsk.

Each year we have a steady increase in both the volume of foreign investments, and the number of foreign investors, it evidences that the oblast becomes more attractive to foreign investors.

Foreign investments come from 39 countries around the world, the largest ones – from Cyprus, Latvia, Russia, Iran, the United Kingdom and Switzerland.

The main volume of foreign investments is directed to development of mechanical engineering and metal-processing, forestry, wood-processing and pulp and paper industry, food industry, as well as transport and construction industry.

The investment policy of the oblast in the near future will be aimed at further improvement of the investment climate; foreign investments will be attracted mainly for development of existing and creation of new industries, including small and medium-size towns in Minsk oblast.

Guidelines (requirements) for design and contents of investment offers to potential investors and investment agents

Guidelines (requirements) for design and contents of investment offers to potential investors and investment agents (hereinafter - the Guidelines) are aimed at intensifying the activity to implement the agreements reached by the Head of the State, the Prime Minister of the Republic of Belarus, other senior officials of the Republic of Belarus in the investment area.

With this aim, leaders of enterprises governed by republican government authorities, government organizations, governed by the Council of Ministers, oblast executive committees and Minsk City Executive Committee (hereinafter - the governmental bodies), agencies, with the shares (in statutory funds) are transferred to the control of the governmental bodies, as well as organizations without departmental affiliation to work with investors and investment agents (hereinafter - the investors) in the following general way:

1. To fill in the CEI form (Central European Initiative) (Annex 1) in English and in (or) other languages and send the form data to the interested investors with indication of the desired response time.

2. In the absence of response from the investors to submit an application to the diplomatic representation of Belarus in the country of the investor and (or) an investment agent, asking for assistance in establishing contact with the investors, with the application previously filled out and sent to the investors CEI in foreign and Russian language (Annex 2).

3. Given the individual approaches of different investors, if necessary after receiving a response from the investors to submit in due course additional information to the partners in the negotiation process, on their proposed form.

Attention to legal entities and individuals -investors!

Under the Decree of the President of the Republic of Belarus "On creation of additional conditions for investment activity in the Republic of Belarus", August, 6 2009 № 10 and the Regulation on the procedure of conclusion (end) of investment agreements with the Republic of Belarus, approved by the Order of the Council of Ministers, November, 6 2009 № 1448 "On measures to implement the Decree of the President of the Republic of Belarus, August, 6 2009 № 10", Minsk Oblast Executive Committee receives offers from legal entities, individual entrepreneurs and individuals to conclude investment projects, with the following list:

1. a declaration about conclusion of an investment agreement (indicating general information about the business and the investment project: influence on the oblast economy, type and volume of the investment, terms of putting of the facilities into operation, creation of new jobs etc.) – in printing and in digital;

2. a draft of the investment agreement (in 3 copies), prepared according to the annex to the Regulations on the procedure of conclusion (end) of investment agreements with the Republic of Belarus, approved by the Order of the Council of Ministers, November, 6 2009 № 1448, and signed by the investor;

3. a copy of state registration (for legal entities and individual entrepreneurs – residents of the Republic of Belarus);

legalized extract from the trade register of the investor`s country's (dated no later than 1 year before the apply) or other equivalent prove of the legal status of the investor according to the law of the investor`s country (for legal entities – non-residents of the Republic of Belarus);

a copy of the ID, (for individuals – resident of the Republic of Belarus);

a copy of the ID, with translation into the Russian language and a document, notary certifying the signature of the translator (for individuals –non-residents of the Republic of Belarus);

a profit and loss report according to Annex 2 to the Order of the Ministry of Finance of the Republic of Belarus, February, 14 2008 № 19 (for excisting businesses);

a letter of guarantee from the bank or other business about finance supply of the investment project (for newly found businesses).

Attention to belarusian and foreigh businesses!

Under the Regulations on the procedure for providing the authority for individuals and legal entities to present the interests of the Republic of Belarus to attract foreign investment in the Republic of Belarus, approved by the Order of the Council of Ministers, November, 6 2009 № 1448, Minsk Oblast Executive Committee receives document from the businesses pretending for getting the authorities of an investment agent:

1. application for the authority of being an investment agent;

2. a copy of state registration of a legal entity;

a copy of state registration of an individual entrepreneur (for an individual);

3. an agreement draft about presenting the interests of the Republic of Belarus to attract foreign investment in the Republic of Belarus (in 3 copies), prepared according to the annex to the Regulations on the procedure for providing the authority for individuals and legal entities to present the interests of the Republic of Belarus to attract foreign investment in the Republic of Belarus, approved by the Order of the Council of Ministers, November, 6 2009 № 1448, and including:

information about the applicant, his business activity and experience in implementation of investment projects on the territory of the Republic of Belarus and/or abroad; offers to present the interests of the Republic of Belarus to attract foreign investment in Minsk Oblast.
